Bird from South Texas #10

This is a lifer for me when I went to Harlingen last week.  Just going through my pictures and wanted to share it.  What is it?

 No, not snowed in. They kept saying it was going to snow. I saw about 6 small flakes at 5:00 PM. Does that make them right in their prediction? I think it is the first time I have ever wanted a lot of snow since I was a kid.

I have never seen that bird, it would be a lifer for me, too.
